Electric razors are no good for this. Get a decent safety razor like this (one I'm looking at) or this (the one I've used for a decade) and try a few different razor blades for it. Amazon has sampler packs like this (I ended up preferring the Astra). Once you find a brand of blade you like, you can get hundreds for cheap and never have to buy a razor again. Next, use a good shaving soap with hot water and a brush and bowl (lots of options here with various quality and price points). Get a good lather going on the brush and then apply. The brush helps to keep from matting the hairs down when you apply the larger. Helps to do this after a shower too as the hot water helps to soften the hairs and open up the pores. Shave with the grain, then feel against the grain for areas that are still prickly. Stretch the skin there with one hand and gently shave against the grain to pick up the remaining stubble. You can apply a bit more shaving soap for this to avoid irritation. Finally, rinse with cold water. It helps close up pores and get any nicks to stop bleeding. Ymmv, but that's basically what I learned when I really looked into it.

You’ll be able to hear the razor cutting hairs vs being at the wrong angle and not cutting anything. - Don’t put pressure on the razor, let the weight of the razor do the work. If you do add pressure you will nick yourself a lot. - Don’t tighten the skin, ie raise your chin to tighten the neck - I don’t know how you shave but do 2 passes at minimum. - go slow!
