As an ex animator, fairly skilled character designer, and lifelong illustrator...please do not buy books like this. In order to get to anime/Manga, you'll first want to get good at fundamental drawing of humans, form, proportions etc. Once you grasp the rules and basics, trust me it will knock off years of the effort it takes learning stylized character design from scratch. A gateway to this , would be investigating life drawing classes, or free life drawing drop-in sessions, pending your age . Most of the best Manga animators in the world, start that way. If you really want to go 100% in on just immediately drawing Manga, then I'd recommend this book instead, albeit it will still be an uphill climb: How to Draw Manga: Compiling Character... I'd also heavily recommend : Creative Illustration by Andrew Loomis. Imaginative Realism: How to Paint What Doesn't Exist by James Gurney. While the latter two are mostly in regards to general illustration, I remember in my time they provided a much needed logical, but fun basis to explore with good references. Best of luck.
