My take, as somebody who's doing something similar to a much larger boat: yes you need to do a full repaint, but from looking at the photos, the damage is mostly crazing and spider cracks i.e. it's probably worth doing. The big question is whether you use gelcoat or paint. If you do gelcoat it will take longer, as you will have to sand the whole boat back to almost the fibreglass and re-gel the whole thing to avoid the issue of trying to match gelcoat colour. With paint you can lightly sand the whole thing, dremel/fill the cracks with epoxy, then primer/paint. This means you don't have to worry about matching gelcoat colour, and you'll have less sanding to do. I wouldn't sand off the anti-skid, though if you do, Kiwi Grip looks like a nice product for replacing it.
