Holy shit that is an insane pest infestation. I've never had it THAT bad but I've had these fellas before. I have no idea if yours is salvageable or not, but if you are willing to commit & dedicate yourself, it might be possible. Here are things that helped me: Give the entire plant a thorough hose-down. BLAST it. Obviously not enough to damage the plant, but you are gonna want to rinse off as much of these guys as possible. Spray the plant regularly with the following sprays: - Bonide Captain Jack's Neem Oil - Bonide Insecticidal Soap - Bonide Eight Insect Control This helped get rid of the pests on my hibiscus, however, you need to regularly keep up with it. The sprays have instructions on them that'll tell you the frequency you need to spray. I unfortunately was unable to keep up as frequently as it needed & the pests returned, so you need to be very proactive. Keep spraying even when it seems like they're gone. & DO NOT SPRAY WHILE THE SUN IS OUT!!! Direct sunlight on it while it's soaking in spray will fry your plant!!! I made that mistake a few times on some other plants of mine while starting out.
