Assuming a standard lithium battery of 3.7V, the Wh capacity is 20Ah * 3.7V = 74Wh which is less than the max 100Wh limit. Also, if it's this product, https://www.amazon.com/dp/B09VXJBFKY, then product page also says 74Wh. If so, it's fine to bring onboard in your carry on/personal item. Standalone lithium batteries/power banks are not allowed in checked in luggage which this probably falls under.
