Just read your update: once again I am sorry you’re in such a cruddy situation. Because the mature route of going to the police isn’t available, and the discipline from your parents clearly isn’t doing the trick. I have a new recommendation… ✨✨take the low road✨✨ it’s less productive but with luck will be far more gratifying. Here are some ideas :) - the plan is for her to sell her stuff anyway, help her grow her business by showing your friends/peers what she has available- hide a small fish in an air vent in her room, the smell will gradually get worse and worse and she won’t know how to fix it- do a quick sweep of her room every now and then to see if she has any coins or cash you can grab to pay back your boyfriend- buy a cricket noise maker on amazon and hide one somewhere in her room for a few days- ask your neighbors if they have any yard work for her to do or if she can mow their lawn to make a few bucks- print out her resume and whenever your family is out at a restaurant or something hand one to an employee and let them know she is seeking employment I could write more but I am tired and I am 1000% sure other redditors have better ideas so I’m going to leave it here.
