That’s not quite what happened - he tried to rescue her but the currents prevented it. He can certainly be criticised for not reporting the accident promptly but it seems clear now that he was suffering from PTSD after his brother’s recent shooting, on top of his other brother’s assassination, and had been in a state of mental turmoil for months before the accident. I strongly recommend this first volume of his biography which investigates the incident very thoroughly. Whatever his personal faults, of which there were several, there is no doubt that Edward Kennedy had a positive effect on the US.
