I noticed that one last time I looked at bags at walmart. The dimensions seemed a bit too big for a personal item. Also, just functionally for me, the drink holder seems like a joke size. The tech organization looks good, but I don't bring tech like that so it was an easy pass. If this bag had a shoulder strap option and was just slightly smaller, it might have been one I would have considered and then cut out the tech organization. I think the best cheap bag they have is the hikers backpack. It's $11. Like, seriously.. it's cheap. It is comfortable enough as a backpack. Organization is fine. I think it does have a very think laptop separator so it doesn't eat space if it's not used. It has some side clips for helping bind the load down a little better. The dimensions are 17.7"x11.9"x4.9" which even if you pack it out it's going to still pass .. though you can make it bulge quite a lot and grow that 4.9" measure pretty easy if not careful. I feel like there's no real wasted space in this bag depending on how you pack it out. But it's not a suitcase style, though still functional enough. I've used it for my last few short trips where space wasn't an issue (not flying, just driving) and it worked well. The drink holders even handle my 32oz Ozark Trail stainless steel water bottle I picked up about a month ago (which they have some nice looking bottles for $13'ish with pop lids and different art on them) and since it has those side clip straps, I'm not worried about such a large bottle. https://www.walmart.com/ip/Ozark-Trail-Hiker-Backpack-25-Liter-Black-Polyester-Adult-Teen/1471296137 That all said, I can see why you were looking at this bag. It caught my eye as well. It just kind of falls short on the personal item size and while I didn't try it on, I feel like it probably isn't built for comfort with that shape. Edit: forgot to mention that the hikers backpack has a sternum strap. It's surprising how much they put into such a cheap bag. it also comes in white and I think one other color, though mine is black and I've never seen the others in stores.
You can buy it for $10.88 at Walmart but sure https://www.walmart.com/ip/Ozark-Trail-Hiker-Backpack-25-Liter-Black/1471296137
