Find a surplus store, a state surplus store if you have one, and look for a tall lateral file, like this https://www.amazon.com/Lorell-5-Drawer-Lateral-67-11-16-Inch/dp/B001CDB4RC it'll have 3 huge drawers and a couple of shelves, if you're lucky with flaps to close the shelves. You can often get them for $30 or so. Originally they cost $1000+ so they are built like a tank with excellent drawer slides. I filled one drawer completelly full of metal scrap and another one with chunks of granite countertops. The drawers will easily hold most small power tools. Edit: I realize this might not be exactly what you were asking, but I can't recommend these enough for garage storage. I had a matched bank of three of them in my last garage and i loved them.
