It's a cable that uses a couple of bare metal wires to tap power from another standard connector. You basically push-in/slot-in the wires into an existing connector and it taps power off of a couple pins to power another device. I used this one for the radar detector. There's plenty of tutorials out there, it's really not that difficult.
