If you're talking about people who cannot decode, CVC (consonant-vowel-consonant) books like Bob Books or phonics programs like UFLI can help teach and practice the essential skills for decoding. That said, if all you rely on are phonics-heavy instruction, students will only ever interact with reading as a chore. Once you have taught those foundational skills, students need to practice those skills using the physical act of reading. If you're interested in learning about how brains learn to read, Stanislaus Dehaene's Reading in the Brain goes very in-depth; Maryanne Wolf's Proust and the Squid is a much more public-facing book that leans on Dehaene's research and makes it more accessible. If you haven't done any research on the cognition of literacy, I encourage you to learn about it!
