edited: Perhaps a PVC pipe in a hole thru the basement wall, angle it up, and have a vent cap on top. Inside, a 3" or 4' variable speed coaxial fan and run a flex hose to the printer. They sell suitable bits for concrete too. Depends on basement wall type though. Concrete block is easy to go through with a chisel.
