Nope, in CO they have a duty to provide heat but not A/C. Are you paying electric? If not then get a portable unit like this that'll allow you to vent out your window. It'll need it's own circuit most likely and will drive up electric costs a lot, but it works well since you can resize the exhaust. Otherwise I'd do as other people said and open windows at night with fans and close them during the day.
