Most of the hill climbs I have seen, AMA hillclimbs use old motorcycle chains across the tires. In the US flat trackers that live where there is sufficient ice to support ice racing, #8 hex head sheet metal screws were what we originally used. The sometime in the '70's a company made "Kold Kutter" https://www.amazon.com/Kold-Kutter-AMA-Approved-Traction-Through/dp/B0CHH3TP9V that had a sharp lip on the #8 hex heads. In other countries that race speedway motorcycles on ice, they use bike with spikes. I'm going to say that it has been a long time since I've seen enough ice to race on that I wouldn't assume that I know what the heck anyone is doing anymore, but this is how we did it. I'm going to add that I peeked at some AMA Pro hillclimb pics while I was typing this and see that they appear to be using spiked tires these days. Apparently I've just given a history lesson.
