There are a million options. It doesn't matter too much. Just pick one and go with it. Whatever you do, I'd recommend LTSpice and KiCAD to model your circuits to give you a better understanding of what you're actually doing. If you're absolutely brand new to programming, arduino IDE is fine. I'd move to VScode with the C esp-idf or micropython as quickly as you can though.
