With cellulose, it is "less water on the paper is better". Do your mixing on the side and as another commenter has explained "control the water on your brush". As for wet in wet, you will find the majority of youtube artists that paint with high amounts of water use 300 pound (not gsm) paper which is twice the thickness of 140 lb. 100% cotton ROUGH good quality paper is essential. I know that you think you cannot afford cotton paper but you can. You just have to start budgeting for it. Baohong is available on Amazon, Ali Express and other accessible sites. These days there are quite a few more budget brands. You can still use your cellulose paper. Just don't expect any of the magic with it.
