A couple years ago I did summer programming with teens where I took them to the pool so I had to buy a suit as well. I found this swim dress that comes with high waisted boyshort style bottoms. It's wonderful and I still have it! I also have big saggy girls so what I did was take the string that you can use to cinch the bust and tied it around my neck to give myself extra coverage and support which works fantastic. You can shower with your suit on, you do not have to take it off and arrive with it already on under your clothes! If you choose to go the swim cap route for your hair make sure you get one that is made for keeping hair dry. When I was on the swim team in school my hair was always wet despite my swim cap. You can also go the route of just pinning it up and only going shoulder deep in the water. Also when I was in school on the swim team, my chest was too big to fit in the conventional suits so my coaches had to order me a water water polo suit. It has full coverage in the front and back, zips in the back, and compressed my chest so there was no noticeable sag. If you do not want to go the 2 piece swim dress route I would highly recommend the water polo suit. You can add a skirt cover-up or spandex shorts to provide more leg coverage if you feel the need.
