Whatever is suspended in your water needs to fall out. Clarifier/ flocculant at the recommended dose to get that stuff to fall to the bottom. Allow the pool to circulate the clarifier for 6-8 hours then leave the pool pump off for 24 hours so the particulate will settle to the bottom. Vacuum manually to waste and have the garden hose topping off the pool as you vacuum, maybe even prefill the pool so your skimmer doesn't go dry before you finish vacuuming. Go slow and keep the vacuum head stuck on the bottom so you don't stir up the sediment again. Link to the vacuum and accessories below.
