If no one in a group of people calls him out (including you), he knows he can get away with that and may try more the next time until the boundaries are so confusing and you feel ashamed and complicit for not speaking up that he can do anything he wants to you and you'll keep quiet. Speak up. It is so hard, but if he does it again, try "please don't touch my leg". You have the choice whether to tell your mom. It could start a big argument between them. She could be angry at you. Your mother's reaction might be enough that you don't want to tell her, but only you can make that choice. If you tell her, hopefully she will help ensure it never happens again.
